Caroline Wylie has more than a decade of experience at the crossroads of government affairs, public policy, strategic advocacy, communications and politics. Her passion for shaping impactful policies and fostering collaborative relationships has led her to excel in navigating the complex landscape of Texas politics at both the State and Local level. Her work ethic, strategic acumen and integrity make Caroline a magnetic force in driving positive change.

Most recently, Caroline worked as the Director of Energy Policy for the Greater Houston Partnership, where she led the development and execution of the organization’s federal, state, and local advocacy strategy to ensure Houston remains the Energy Capital of the World. The Partnership is the state’s largest “chamber of commerce” and is routinely looked to for policy guidance on some of the state’s biggest issues, including energy, infrastructure, trade, economic development and healthcare.

Prior to joining the Partnership, Caroline served as the Director of Community Affairs for Houston and Southeast Texas at the Texas Oil & Gas Association – one of the state’s largest trade associations. There, Caroline utilized her communications, advocacy, and networking skills to build coalitions, communicate with diverse stakeholders, and advocate for the Texas energy industry not only in Houston but across the entire state.

Caroline’s work at the Greater Houston Partnership instilled in her a deep understanding of the greater Houston area, comprising 13 counties and more than 6 million people. When combined with her work in communities across Texas on behalf of TXOGA, Caroline possesses extensive expertise in the areas of local and county government affairs, civic engagement, and community development, and an enviable number of relationships at the state and local level.

Whereas Caroline’s career has taken her on to leadership positions with an emphasis on strategy, her foundation is rooted in the tactical implementation of policy and legislative advocacy. Caroline began her career in Austin, where she built a reputation as a strategic thinker with a competitive work ethic who understands the high-stakes environment of Texas politics. She joined Governor Greg Abbott’s legislative affairs team in 2014, successfully promoting the priorities of the State’s highest executive office and managing the evaluation of over 14,000 pieces of legislation. Before serving in Governor Abbott’s administration, Caroline worked throughout his record-breaking and high-profile inaugural election campaign as his Communications Coordinator for both traditional press and new media.

Caroline is a graduate of Texas Christian University, and holds a Bachelor’s Degree in Political Science and Broadcast Journalism.
